Advice for a 3 year old girl birthday party?

I live in a medium sized apartment with no patio (its cold anyway). We have decided to have a rainbow theme. I will purchasing multicolored plates etc... from the Dollar store. There will hardly be any kids so games aren't really necessary. I guess my main question is how can I decorate cheaply?Advice for a 3 year old girl birthday party?
Depends on how cheap you want to be and what you have on hand.

You can make streamers with chain linked colored construction paper.

Print a banner on the computer and color it pretty.

You can go with a helium tank and balloons which kids love, but balloons are listed as one of the top 5 choking hazards, so I would avoid them.

For a cake, I would probably make one and decorate it with a rainbow, or go to the library and find one of those books that tells you how to make a rectangle cake and cut it up into cute shapes to make it something else other than a rectangle. I've seen butterflies, trains, etc...can't remember anything for a rainbow theme, but I'm sure there is one somewhere.

3 year olds don't need much.Advice for a 3 year old girl birthday party?
Get a face-painter. This is actually not as expensive or as messy as you'd think. If you or one of your friends know an artistic teenager, you can probably get them to just hang out for an hour or two painting rainbows and... i don't know ponies on kid's faces. If you just set up a little card-table with two chairs and buy some cheap paints (you can find them ANYWHERE it's great) and boom you're ready.
find a local pizza parlor %26amp; have it there. invite a few friends %26amp; have your camera ready. the simpler the party, the more fun you have. this way, you don't have to clean up!!
go to walmart and buy the $20 helium tank then at the dollar store buy the balloons and streamers and the birthday banner 8 0 ) If you have a Dollar Tree they'll have all that.

you don't need much else for a 3 year old's party!
