It's probably because you have got fat and strong bones. Or a lot of muscle. Girl parts can cause a big add on your weight too!
If it is that then you just have to be happy that you're healthy, tall and beautiful :)
OR
Maybe you're doing something wrong?
-Do you eat three hours before you go to bed?
-Replaced your sweets, chocolates, white bread and veggies and water?
-Give yourself a treat only on Weekends?
-Train for 1-2 hours daily?
Try to follow those rules.
WAY # 1
DIET
A mistake that a LOT of dieters make is fruits- they eat a lot of fruits. In truth fruits contain a lot of sugar- be careful! Try to cut down your fats and drink plenty of water!
EXERCISE
The best exercises that will make you loose weight is:
-swimming
-kick boxing
-LONG distance running
-dancing
It would even be good if you brought wii fit! I los 4 kg in a week (yah I know it's unhealthy) just by doing wii fit, same with Angelina Jollie. She lost weight with wii fit too.
WAY # 2
If you did that one up there (or something similair) then try having four eals a day. But don't eat sweets! Just eat more meals a day than you usually do. Try to cut down on your exercise- on the third day start over-exercising your body and eating less- three meals a day.
The result for my friend (who was just slightly over-weight too) was she lost 6kg in about... three weeks.
Another trick is to drink ice-cold water! tee hee!

1st: Make sure you get a full check up at your doctor. For the longest we couldn't figure out why I wasn't losing weight, even after cutting calories. Turns out I have PCOS. You could have something going on with your thyroid. Better safe than sorry.
2nd: If that all checks out, talk to your doctor about your weight loss goals, see what advice your doctor offers. Your doctor may even know a really good nutritionist you can see. If your health is well, and it's safe for you to pursue this safely on your own, there are several sites about healthier eating.
If you can pursue this on your own, to do so cheaply without having to buy too many expensive products being peddled by clowns online: I'd say increase your raw-veggie meals. I'm not saying go 100% raw, because I think that's going over-board. There has to be a happy medium... Just look into it, see what works for you. Be skeptical, don't get taken in by promises that any one thing will cure cancer, diabetes, is the one true key to weight loss, etc. If it sounds too good to be true, it probably is.
