Practice. It will help, I used to be shy but now I'm very outgoing.
Practice talking to strangers/flirting, going to group events etc. The more comfortable you get being around people in general, the more comfortable you'll be around girls you like.
But you may always experience nervousness over someone you like, that's normal, so you'll have to learn to operate inspite of your nervousness. I have this problem when I give speaches; I tell myself, no matter how shaky or nervous I am, I'm in control of my voice and actions and what I say. I talk slower if I must. It helps.

this may sound terrible, but try making small talk with girls you are not attracted to or have interest in... baby steps.
